Tax Increment Finance Districts (TIF) 

TIF is the difference between the amount of property tax revenue generated before TIF district designation and the amount of property tax revenue generated after TIF designation. TIF allows a City to use public money to assist existing businesses improve their property and attract new businesses to locate within the TIF District.

The following are redevelopment costs eligible for TIF funding:

  • Land acquisition
  • Rehabilitation or repair of existing public or private buildings
  • Construction of public works or improvements
  • Job retraining programs
  • Relocation
  • Financing costs, including interest assistance
  • Studies, surveys and plans
  • Professional services such as architectural, engineering, legal marketing and financial planning.

Development Opportunity

DeWitt County is centrally located on 405 square miles of land in with a population characteristic of a rural Midwestern county. The County strives to enhance its Quality of Life and Rural Character while protecting the health, safety and well being of the residents. Recognizing that the overall environment is an economic asset of the County, protection of the agricultural lands and their harvests, is a high priority.

Clinton Lake is located in central DeWitt County approximately midway between the county’s two larger communities of Clinton and Farmer City. Residents and visitors alike enjoy the 130 miles of Clinton Lake shoreline, the rivers and creeks that surround it, and the many ecosystems within them. The high quality of the County’s infrastructure is maintained as the County’s needs change and grow. The livability and economic vitality of the towns, along with the historical treasures and cultural amenities, are highly valued. 

DeWitt County Development Council (DCDC) has been charged with the responsibility of bringing solutions for development of property at Clinton Lake that will attract tourism revenue and enhance the Quality of Life for residents.  DCDC, with assistance from Market & Feasibility Advisors (MFA,) will be seeking qualifications from developers to undertake the development of an 80-acre resort along Clinton Lake, DeWitt County, IL. DCDC will seek a Developer who can capitalize on the unique characteristics of the site to create a distinctive and successful project that will be well received by the marketplace and provide important benefits for DeWitt County.
